hi,
I cannot edit my css file because the edit button(green tick) is not active and get this message at the bottom
Upload feature inhibited - make sure uploads are supported and the directory is writable for PHP.
Is it a problem of the file base path( tools-> configuration-> users & interfaces) being improperly set? Even if not please tell me what’s it for?

If you want to be able to write to these files, they have to have writable permissions. It sounds like your server isn’t configured to use any kind of suexec (scripts run as their owner), so your assets/templates/mytemplate folder needs to be set to 777, and the css files in it need to be set to 666 so the scripts can write to them.
