In that case I’ll use it for my needs but not use it in anything I release until it’s clearer what way it’s going, to avoid confusion.
The access control for my li’l frontend chunk editor is going to honour the "locked by user 1" thing but there will be an option to allow manager users to edit chunks even though they can’t edit snippets.
Until Kyle’s categories work is released, any publicly released version will let users filter which chunks are made available by name only - so with a sensible naming structure and rudimentary access control on the frontend pages, one page could let one user edit adverts (chunks starting advert_), and another page could let another user edit some other text. Or a specific chunk, I guess.
