I’m seeing apostrophes rendered as question marks (in a dark diamond background) in the Manager’s MODx News feed, but only in the Revolution Starts Now item, on a fresh Traditional distro install:

    Whats New

Windows Vista Ultimate / FF 3.6.8.

*Everything* I can find is set to UTF-8, (utf_general_ci) including all server variables. I suspect these are bad characters in that news item because the apostrophes in all other news items are normal.
