RTL manager.

Hi,
RTL manager pack is attached, there is some problem only using IE , but works fine in FF, Opera.
tried to solve it but im really stacked...
all changes are commented in files and problems are shown at screen shot.

Umm, I am not getting the Persian language in the manager :S

Dumb me!,... it was db collision conflict b/w unicode_ci and a default swedish... server db coll...

I am not getting what I expect, its still giving me LTR format, even RTL is selected.
