Are the following files used any more?
manager/includes/interfacecontrol.inc.php -- replaced by accesscontrol?
manager/includes/quotes_stripper.inc.php -- emulates magic quotes
manager/includes/paginate.inc.php -- paginates tables
media/script/sortable.js -- webFX sortable tables from 1998
assets/docs/changelog.old.txt -- old changelog?

Yes I believe some of these files are used by the manager except for the change log.
IMO I don’t think we should worry about removing files for x9.1. This is a task for x9.5
