Duh. Post corrected (and prettified).
BTW, this is the way I originally assumed it would work -- and I’ve confirmed that it does. Earlier, I tried removing save from the category policy and the user could still save an element in the category. This is no longer happening, so I must have been doing something wrong. I tried all the usual clearings and flushes but no go so it will remain a mystery where I slipped up.

Is it possible it had something to do with "inheriting" a policy from a parent Category? That is the behavior.
No, there was no parent category. I probably just misspelled something.
