It has to do with the order in which MODx processes its tags. An uncached snippet is not evaluated; its tags are converted to regular cached snippet tags and it is passed over. At that point, the TV will be evaluated, and its value inserted where it should be. After the page has been processed, it gets cached (or not, as you have it configured), then goes through a post-processing function (this is where a page taken from cache starts). In the post-processing, a few things happen, like setting the time and number of sql queries, processing the URL tags [~...~], and evaluating leftover snippets (that were uncached originally).
