PHP Developer w/MODx and mobile experience

I need a PHP developer with MODx CMS experience to incorporate a design for a small to mid-sized website. In addition, there needs to be a mobile website created that uses the same content from the traditional website but is more streamlined for viewing on iPhone, BB, and Android. All content will be inserted by the client so the scope of the project mainly centers on MODx integration.

I need all deliverables in 4 weeks or less.

It’s preferable that the developer be located in Dallas but not required.

Scope of work - Approximately 15-25 pages in site, mobile friendly site to compliment.
IP ownership constraints - Developer releases all rights to IP
