That is what I want. The site I have now is very close to having all the functionality that I need, it’s just sloppy and I’m sure I didn’t do things in the most efficient way possible. You will want to take a look at what I already have, but I have a feeling you might want to start from scratch. If someone can tell me how to set up a test account that can view my templates, tv’s, etc, but won’t let them edit it, I’ll do that so you can log in and take a closer look.
I don’t know how long this would take, but this should be simple work for someone familiar with it. Payment can be made over paypal.

I don’t know what would be the best way to implement the content boxes. I want it to be similar to
http://topqualityscopes.com/. Some pages can have a bunch of boxes that can be used for featured pages, popular pages, most recent, sponsored, etc... Other pages will just have the main content box for an article.
It’s not in the image I posted, but I need a search bar - probably on the right side of the page in the same row as the breadcrumbs.
I need to get PHCResults (or some other method of displaying popular pages) working.
The miscellaneous sidebar boxes will be for misc chunks/snippets.

SEO:
I need the layout to be optimized for SEO. Titles in <h> tags that fit with the flow of the site and are near the beginning of the page, etc...
Purpose:
This site’s primary purpose at the moment is to sell advertising space to deer stand retailers. It will attract visitors by offering information about deer stands, reviews of deer stands, how-to articles, general hunting tips, etc...
Budget:
I estimate this job would take me 30-40 hours if I did everything myself and I would probably be spending a lot of time asking questions on forums while troubleshooting the details of snippets like PHCResults and watching up photoshop tutorials to build a logo. For someone who is familiar with everything, I don’t think this would take more than 3-4 hours and I imagine it’s $70-$80 worth of work for the basics. I don’t really have a budget though. If you can implement forums, I can pay more. I’m open to suggestions if you have any ideas for functionality that I have overlooked that would improve the site.
I will be taking care of all of the content. I just need layout design/development.
Let’s see if I can compress this to a simple list.
Deliverables:
1. Vertical CSS Menu that flows well with the site.
2. The ability to add/remove any number of content boxes in the main content area. I need boxes that take up half the width of the content column, and boxes that takes up the full width. (Would it be possible to do fluid-width boxes?)
3. Search
4. Breadcrumbs
5. A way to display a menu list of popular pages from a specified parent.
6. Optimize the layout for SEO so that relevant heading tags are near the start of the page.
7. CSS template and color scheme that is pleasing to the eyes and attractive to hunters.
Optional/Bonus:
1. Forums integrated with layout.
2. User submitted voting/ranking system.
