I am not sure if this module exists already. I looked at FDM but its not really what i want. I need a module that a user would fill out a online registration form with his or her username and password. Once the person has registered a administrator can view all the users that have been registered and grant them access to login into the back-end manager page to add or modify pages that they have only have created. Also the user would only have access to specific parts of the site.

Most of the described behavior is built into the MODx manager -- maybe it would be a better idea to consider how to use it for performing your task instead of writing separate module. You can create a page where users will be able to apply for administrator’s account -- use Weblogin or WebloginPE snippet for this; assign all applicants to, for example, "Admin Candidates" webgroup by default. From within your superadmin manager account view from time to time who had applied (Weblogin, WebloginPE can also send you email notifications) -- for persons of your choice create manager accounts. These accounts might be limited in their access rights through the system of roles (Security/ Roles) and permissions (Security/ Manager Permissions).
