I would like to refer a client to someone who can assist them with the implementation of the MODx CMS into an XHTML+CSS template they have. The scope is not vast, the budget is less than 1,000.00 and it would be nice to turn this around quickly. What I am hoping for is a friendly voice in the U.S.A. to help my client get his website up and running soon.

That budget can be reached but the results may vary wildly. I’ve seen people just dump templates into documents and I’ve seen (and done) implementations where the focus has been entirely on the user input flow.
More details would be helpful.
