I think users should have the ability to login into the back-end and have the ability to add new content and edit their own. Also users can’t publish content.
The reason for this is lets say you have a website that all the content is coming from contributes.
Users can login to the back-end if you set them up as Manager users. But are you suggesting that anyone who signs up should get back-end access? That sounds like asking for trouble.
The only thing you need to achieve that is the FDM snippet, unfortunately while it’s functionnal its author (Soda, kudos to him !) has decided to switch focus of further development to FDM for Revolution - also known as xFDM (now that’s a good decision IMHO).

FDM allows anybody to edit content and publish it right away though. Also is there a example of a site that has FDM installed
