It would be nice to have the ability in MODX to easily convert a user to a manager who can only edit his or her own content in the CMS but doesn’t have publishing permissions

You can remove publishing rights with a custom Manager group. This was added in 0962 I think. As far as only touching their own content, that would likely need a custom plugin or a detailed group setup.
