Is this possible?
Firstly:
Create a new manager user group called say Bloggers... then add them to Resource Group as Blog Editors and make the link.
And then a manager user login..
Add that new manager user to the Bloggers users group...
Now my question:
Can I specify somewhere (a rule?) that these users can only use ONE TEMPLATE, that is pre-selected and publish to one CONTAINER. So that on login they create resources that default to those ’rules’.
And yes I have 2 different templates - one for the blog index using and one for the actual blog articles. Otherwise this would not be a problem using the ’Inherit Parent Template’ feature.
Any ideas anyone?

Actually you could use a container set to not show in the menu for your individual news items and have it using the template. Your Actual News page that has the Ditto call would just use the container’s ID for its &parents parameter. Assign the container to the group for your editors, and of course everything else to the other manager user. I believe that there is an "inherit permissions" plugin that works much like the inherit template plugin.
I’ve also had good success using PubKitBlog and having my editors go to an unpublished "admin" page with links to the various (also unpublished) PubKitBlog management pages. My editor users never see the manager at all, although they do log in as manager users (and thus can deal with the unpublished pages).
On the other hand, ManagerManger can do some pretty nifty stuff; it might be worth looking into using it.
