Where can you limit max smileys and flood in teh SMF settings?

Steps:
1.) click on members list link
2.) sort by posts (errr, nobody everybody thought of including sort by "real" posts)
3.) find spammer (errr, ment member of the forums)
4.) click on their profile
5.) click on "exterminate with extreme prejudice if caught using mulititudes of smiles"

viola! simple as that

are there no global limits?
