A feed for a static site?

I am volunteering to help with a local accessibility website. They have a static site and I was wondering if there is a way to easily include a RSS Feed for their site. Hopefully something that is automated so that they could simply include the articles in the way that they are accustomed to doing and have the feed updated automatically. This is purely volunteer work and they have no budget so something open source would be ideal. The easiest method would be to do it manually, and I am sure that they could handle this (although I am not sure how screen readers handle xml tags for me to explain it to them). But an automated system would be better.

I found an on-line service that will generate feeds from html pages called Feed43 - http://feed43.com
It is very configurable and works with regex type search filters that will extract only what you want from the web page as long as it fits the criteria. A little complicated to figure out at first but once you get over the hump it is really a cool tool. They have a free version but also provide advanced commercial versions as well. I am giving it a try and will see if it works out for the users with special needs.
