Did a little research, it’s interesting. Seems that the Unicode consortium set a block of code points that would never be assigned a character, U+FDD0 through U+FDEF, so they can be used by software developers for internal flag or delimiter purposes.
# C5 A process shall not interpret a noncharacter code point as an
# abstract character.
#
# - The code points may be used internally, such as for sentinel values
# or delimiters, but should not be exchanged publicly.
