I know it is looked down upon, but I am cross-posting / linking this because I don’t think the issue is restricted to a specific version and someone might know how this can be done.
In short, the base href is required for proper operation of friendly urls and other things. Removing this allows me to do what I want, but breaks a few other things that can’t be broken.
