I’ve reviewed the how-to’s on creating / publishing new documents but I need to know how to make those pages viewable to the public. Any help would be appreciated.
Not sure what you mean by this. Once you publish the pages/resources that you’ve created they’re visible to anyone who navigates to that page on your site. You do need to make sure you have a menu set up and then make sure you click the show in Menu checkbox when creating/editing the page.
Hope this helps
I had a web developer build my site with a Modx CMS and I want to create new pages within the already-created menu and just add a text link on one of the top level pages to the newly created pages.
Also, check each page’s settings to make sure "Published" is clicked.

Do I need to create a weblink for each page in order for it to be published? I am getting this error

All you need to do is go into the manager backend, and in the resource tree to your left, create a new resource. You can do this by clicking on the icons above the tree (hover over them for descriptions), or by clicking ’New Resource’ in the navigation bar above.
Then when you finish entering your info, when the editor opens, enter your title, long title, content, etc. If you want the new resource to appear in the menu all you have to do is check the "Show in Menu" checkbox. Then click on the Settings tab and make sure the "Published" checkbox is checked. If you want it to appear as a secondary menu then you need to create your new page as a child page of the primary page.
If you simply want a link of the one page in the other then you create a weblink.
