I have a load of outgoing links on my website on all different pages that I need to change the href of, rather than locate all the links and change them manually, is there a way to do it dynamically?
If so what would be the best way to do it and is this an OK thing to do as far as Google SEO goes?

You can use a plugin and do this dynamically.
You could also use the docFinder module that has a great find and replace feature and physically change the URLs.
