How to use UTF-8 in php and pearl files?

I have been asked to take a look the site here: wtatkin.com/Russian/contact.htm (in tables :eek)

The problem is that on the contact form when people send in enquiries in Russian the text appears garbled or as a load of question marks.

Not being a developer i’m unsure of the best way to fix this. I understand that php automatically defaults to an ISO character set which of course is not what I want.

Is this a MODx site? If so, what version?

All you really need to do is make sure the content is being rendered with the appropriate charset in the browser (part of the Content-Type header) and, if the site is pulling content from the database, that it is being stored and sent over the pipe (i.e. MySQL Client API using utf8) as the appropriate charset.

No its not a modx site. its just standard static site with in html (tables) with a php/pearl contact form. There is no database or anything like that.

The html page is already set to UTF-8 on the russian pages (it was when i posted, an update broke things, but i’m re-uploading again now)
