I have a client that is looking for a site that will include webcam chats 2-3 times a week, streaming video, and 4 different levels of membership.
Can this work with MODx?

I don’t see any reason why you couldn’t do this in MODx. The web user system is perfect for setting up the four levels of membership, and the other two features (streaming video and webcam chats) don’t particularly care how the page code was generated to display them. I’d certainly use MODx to create a site with these characteristics.
