Can CSS remove the "border" that appears when clicking on something?

When you click on those "tabs", it has that dotted border around the "tab".

Can a CSS rule remove that?

border works fine, but I think it is deprecated... am I right?

border and outline are two different things and border is most definitely not deprecated.

outline is most applicable to links and is of most use in accessibility, where for example, while tabbing through the page, links can be visually identified. "Turning off" outline with CSS does away with this.
