Some blog are very intersting for Design Ressources too (not almost in vector) : You will find some plugin, brushes, icons, wallpaper wich could be use for background, etc.
http://www.inethouse.info/design/ and http://blisstechno.com/category/desgingraphic/ are quite good for ressources (some weeks more than other)
