bilingual site

Hi

I need to create a bilingual site and not sure of the best way to go about this. Should I use 2 different templates, one for each language, or is there a better way to do this? Each page needs a language button to take the user to the corresponding page in the other language. Any suggestions would be appreciated.

Regards
