Is there an event to react on a change of a system setting via a plugin?

Unfortunately, there are no system events I know of that are attached to updating or creating System Settings, but it would make a good feature request.

They would probably go in these files:

core/model/modx/processors/system/setting/create.php
core/model/modx/processors/system/setting/update.php
