A customized backend UI && Per usergroup possible?

Hi everyone,

Back again after a 1,5 year break wink

I was wondering if , and how It would be possible to overrule the manager backend theme..
Could I create a backend theme to simplify it combined with some new images and css, and user permissions to show only the most needed functions for technically incapable content writers?

I think the only thing you can change in the theme is the CSS.
