For some reason when i put the following code in the head of my document as instructed <base href="[(site_url)]"></base> it doesn’t work in IE7. It works in every other browser including IE8.

Can you check if your template (and/or site) has any validation errors? That line should work fine in IE7, I suspect there may be something else causing the issue.
My code is fully validated if i take out that line it works fine. For some reason IE7 sees that line and does not apply the CSS so none of the images or anything in the CSS displays. I tried looking at the PHP config on the server which is where I figure it pulls the site_url from but I was not sure what might be the issue.

Try it self-closing
<base href="[(site_url)]" />
The other method was used because IE6 would sometimes have a problem with the self-closing version.
Thanks for the tip but I did try the shorthand version you posted. I mean i can comment it out but it is one of those things i’d rather fix.
