The quickest way would be to read the documentation...

Indeed, that page tells you useful information, but doesn’t mention the ftp side of things.
Templates are created in the manager and stored in the database; the template folders are for storing ancillary files like graphics.
Read the instructions that come with the template.
And in case that doesn’t make it clear: there will be a file in the package that is a text file. You need to paste the contents of this file into the manager.

That particular template doesn’t have any instruction.
You need to create a new template, and copy/paste the text from the homes.html file into the new template field. Then create a new chunk named "Footertext", and copy/paste the text from the Footertext-Chunk.html file.
Is that all I have to do.

Well, make sure the /assets/templates/plexiglass folder is in the right place, and check your CSS file link in the template’s head. But that goes for any html page.
Ok how do I activate it I went to "administration" then to "System Configuration" and set the template there. But its still not showing.

Did you select the option to have all documents switched to using your new template? Just setting it as the default will make all new documents use it by default, but won’t change existing documents. Alternatively, edit the documents individually and change their templates.
