Hi,
I am looking for a "cPanel" for a Windows Server or at least a good file manager(similar to the cPanel one) that allows zip/unzip + move files even if the server has them looked down.
The issue I have, is that some modx files cannot be moved while IIS is running, so I need to restart the server. This might be a configuration issue but I’m not sure what to look for.

I would recommend
http://www.websitepanel.net/ it’s what we are migrating to at onesmarthost, and it allows users to zip / unzip via a filemanager in the control panel plus lots more.
It’s also open source and supports by Microsoft.
