Sitefrost http://www.sitefrost.comis free (a post to host type of company) that has been around for 2 years now. I’ve have not seen any downtime since I started in october 2009.
My only requirement for my personal account is to post 25 posts in a month for my particular account setup /3GB server space with 30GB bandwidth a month. Some people with lesser space/bandwidth needs can use a smaller account with I think 3 or 5 posts a month. The forums have plenty of topics to choose. Usually I just assist the newcomers and youngsters with tips of all types from art, to science, to web, or just fun topics. You may upgrade/downgrade your account space/post count needs at any time with a simple email.
The only thing that sucks compared to a paid server is that you cannot stream videos directly from your site, you must use an outside service embedded links such as youtube, Vimeo etc. Also they prefer some picture files be off server at imgshack or fileave.com type websites, where and when it’s possible. but if it’s necessary images in templates of your pages etc, then it’s allowed.

All the stats are on the left column and the admin features are on the right side. You will notice it has many of and more of the features of paid services.
