I just installed Modx on client’s site that is with hostgator few hours ago. I don’t remember exactly if I saw the ’Register_Global was on the first time I signed in to make changes on Configuration, but somehow my memory says I didn’t see it. Another note, I have modx installed in the root directory that the current static site is still running. Safari was having display issue with my style sheet that I suspect it was caused by the ’index.php’ page, the problem went away after I had the Modx site turned off. Safari browser to login. I was off from my computer desk for hours, just now I came back to work on client’s site, I se the ’register_globals’ if OFF warning. Contacted Hostgator, got the problem solved immediately (great service) but I was still seeing the register_globals’ OFF warning, so I had the teach supported logged in to the manager. He fixed it right away! I asked how, and he said he put the php.ini into ’that’ directory (I think he meant ’manager’ folder) because somehow the php.ini was not getting it from the public_html folder.
Hostgator recently upgraded all its servers to PHP 5x, maybe something goes wrong with some servers I don’t know. But this is a very small issue and it got fixed immediately, so I am happy. Thought I mention it here, just in case you have clients using hostgator and you haven’t been maintaining their sites for a while, so perhaps you want to login to their manager to check it out just to make sure that ’Register_Global isn’t accidentally turn on.
In Feb, I did an installation on another client’s server who is also with Hostgator and I didn’t encounter this problem at all.

php.ini is not inherited, it only works in the folder the script is being run from, so you have to put one in every folder that runs .php scripts. That would include any folders you have AJAX processing scripts as well. I’m not so sure if it’s needed in a folder containing a .php file that’s included by another .php script that does have a php.ini file in its working folder.
If you are using suPHP, you can place this in the .htaccess of your root folder to make your php.ini file recursive:
suPHP_ConfigPath /home/username/public_html
Note, you will need to change that path to match your own, and to match where the php.ini file is located.
