What are the file permissions meant to be set at for files inside the assets folder?

And what is the "public_files" folder file permisison meanto be set at?

That depends on your host configuration. If they use phpsuexec then 644/755 (files/folder) is the most you can give without errors otherwise you would use 666/777 which is less secure in my book.
