Because not everything needs to be in the core.
I rather have the option to install what I need with a few clicks then be forced to have a bazillion options I never use.
But, to be quite honest, this is a basic core feature being called by a snippet.
Could easily do this using this:
$obj = $modx->getObject('modResource',$id);
return $obj->get('pagetitle');
