Should I be able to add an entry to register.inc.php
$_lang['register.address'] = 'Address';
or
$_lang['register.anything'] = 'Anything I want here';
and should this then show in core/cashe/lexicon/en/login/register.cache.php when the register snippet is calledand then use [[%register.anything]] in a register form

That will work if you make the change before the package is built. The language strings are installed when the package is installed. The language files themselves are not used when the snippet executes.
You could also add your extra strings manually in System | Lexicon Management (in the login namespace, register topic) or you could check for them and add them in code the first time your snippet runs if they’re not there.

I did that after finding answer in docs.
Working OK.
This Lexicon seemed daunting at first but as you get into it it gets easier and you wonder what was I thinking.
