To patch this problem, without solving it in roots.
I just added line at the beginning of the file
ini_set(’date.timezone’, ’Asia/Tel_Aviv’);
to
./core/config/config.inc.php
./setup/index.php
It worked for me.
I’ll be happy to find better solution.
