Had a look in Sepiariver’s database and compared it to mine.
Seemed there were some things missing.
You can fix it (AT YOUR OWN RISK WITH NO GUARANTEE WHATSOVER TAKE BACKUPS YOU KNOW THE DRILL) by using the following in a tool like PhpMyAdmin:
INSERT INTO `YOURDBPREFIXHERE_access_policy_template_groups` (`id`, `name`, `description`) VALUES
(1, 'Admin', 'All admin policy templates.'),
(2, 'Object', 'All Object-based policy templates.'),
(3, 'Resource', 'All Resource-based policy templates.'),
(4, 'Element', 'All Element-based policy templates.');
Then open up the prefix_access_policy_templates table and make sure the template_group column holds the right values for the right policy template:
id template_group name
1 1 AdministratorTemplate
2 3 ResourceTemplate
3 2 ObjectTemplate
4 4 ElementTemplate
5 1 QuipModeratorPolicyTemplate
That seemed to fix it on this end.
What would be interesting to find out is how it got there in the first place.. sounds like something going wrong on install to me, but that’s hard to track back.
