Does anyone know what this means and how it can be repaired? I get this error message in the right hand frame of a newly installed modx site manager panel.

Well, there’s something wrong with the language string in that line of that file. I don’t know Bulgarian, so I don’t see what the problem could be:
$_lang["duplicate_alias_message"] = 'Тук можете да изберете \'Да\' , за да разрешите съхранението на дублирани псевдоними. <b>ЗАБЕЛЕЖКА: Тази опция трябва да се използва след избирането на \'Да\' на \'Път на псевдонима\', за да се избегнат проблемите при обръщение към документа.</b>';
Maybe there’s a problem with the character set you’re using?
