It’s just a standard unordered list with a background image defined in CSS:
<ul id="mainlevel">
<li><a href="http://njsaltwaterfisherman.com/forums/index.php?topic=8638.0" class="mainlevel" >Dolphin 56</a></li>
...
</ul>
a.mainlevel {
background:url("../images/default/play.png") no-repeat scroll 0 0 transparent;
display:block;
height:16px;
line-height:15px;
margin-bottom:3px;
padding:0 0 0 20px;
}
I’m sure it could be done with Wayfinder and your own CSS, though I don’t know of a template that already has it.
Will it be trouble having 7 or 8 graphic rollover buttons as horizontal navigation and then adding the 20 or so vertical navigation links? How does one add pages if there are two areas that will be associated with navigation?

It shouldn’t be any trouble as long as the CSS is correct. MODx isn’t involved in any of that, it just sends the CSS and the page to the browser.
Wayfinder menus are based on the resource tree in the Manager, so you need to organize the tree to match what you want to show in the Nav section. If there have to be two different areas of the tree to be shown in the same menu, it’s sometimes possible to use two Wayfinder tags back-to-back, but it gets tricky.
