embedded php doesn't 'run' ?

I am trying to put some embedded PHP in my pages using "<?php ... ?>" but it does not get executed.
Am I missing something?
I’d rather not put it into a chunk/snippet for the moment.

PHP can only be executed on the front end via a snippet.
