folder "assets" not listed under manage elements after upgrade installation

i just successfully downloaded my live website to my local server xampp and so far it works fine.
but i noticed that the folder "assets" is not listed under the manage elements.
all i can see is only the folder of "manager"
does anybody know what’s the problem?
i mean how can i have the folder "assets" being shown under the manage elements?

Silly question perhaps... but:

Can you see the folder when connecting through your FTP client, or when (just noticed the xampp) browsing your local webroot?

yes i can see it when I browse through xampp local server..
