Revolution: Working with IF

I have the statement:

[[If? &subject=`[[*TV]]` &operator=`is` &operand=`empty` &then=`images/myimage.jpg` &else=`[[*TV]]`]]

but it does not return the &then portion of the statement. Am I structuring this wrong?
