Is it possible to re-number resource id values. I imported some files and the file that serves as the site home page and site start is not listed as the lowest ID value. I want that resource to have the lowest ID value and be first in the resource list.

Not a good idea. There’s no reason to be concerned about the Id numbers, it makes no difference to MODx at all. Too many things like TV values are dependent on using a resource’s ID to be lightly changing them around.

If a new ressource is created it gets automatically its ID to identify it in the system through all its life time (and if the ressource is deleted afaik its ID will be lost and not used again for another new ressource). It’s just like the IDs of the records in any database system.
To make a certain ressource your home page, go into Tools>Configuration>Site and set the value of "Site start" to the ID of the wanted ressource.
To bring it to the top of the ressource tree you may use ordering by menuindex, given you have assigned suitable values of menuindex to all the ressources.
