Why can’t i use special characters, such as ë/ä/é/á, in the long title?

I have used the html format: ë and the normal format: ë. But it gets replaced by a question mark.
But in the content area, i can use it. I have looked in PHPMyAdmin and both collations are the same. Both latin1_swedish_ci.

I have also changed it to utf8_general_ci. And than when i put it in the long title, it removes all the text after the special char.
for example, i typ: blabla tëst and save it. It removes the ST from test.

    How is this possible?

If your main content is done in the Rich Text editor, the editor is most likely changing them to the equivalent HTML entity. This can be controlled in the TinyMCE plugin configuration; you can choose the Entity Encoding method; default is "Named" and there is also "Numeric" or "Raw" (as-is, no encoding). Your problem is definitely a charset/collation mismatch. Take a look at the Reports -> System Info page in the Manager, and see what your Database Charset and Database Collation Charset are.

Ok, i have changed everything exactly as an other site that works correctly.
And still i have the problem.

Only i have fixed it by using html chars in the longtitle (ë). I have changed everything to utf8.
