That instruction is for MODx Evolution and you’ve downloaded MODx Revolution. Can you say where you found the instruction?
In Revolution, the config file is core/config/config.inc.php

I don’t know of a complete list of which add-ons are available for Revolution. The basic ones are there (and more are being ported all the time), but Revolution is still in Beta.
Which one you use is up to you and it’s hard to advise you without knowing more about your specific needs and goals.
