Have a look into managermanager, the howto’s are in assets/plugins/managermanager/docs/ and the default config is in a chunk - mm_demo_rules, there are examples included in the chunk as well.
thanks, had to play around with it for a bit, but once I removed the included rule file(mm_rules.inc.php) it worked.
