SEO + mod_rewrite + duplicate content

Hi, I am currently working on a established PR4 website that works without mod_rewrite

I would like to put SEO on, but I wonder if google would apply duplicate content if existing pages are the same as new SEO pages, eg

/index.php?id=45

same

as

/45.html

is there a way to notify google that index.php?id=45 is now 301 to 45.html ?
