Manager permissions

As far as I know a manager user can either delete/edit/publish/etc all documents or none of them. Is there a snippet/plugin/module/hack that I can implement which will expand the functionality of this?

I need manager users to edit a specific resource container assigned to there resource group (while still allowing web users to see those resources).

This might help:

To stop a manager user from accessing a document,
1. the document must be in a document group, and
2. the document group must be linked to a user group that the user doesn’t belong to
