Web Permissions - gone?

Im trying to add a new User Group and Document Group. I’ve done this once before already.
However now the ’Web Permissions’ is gone...

# Log in to the MODx Manager.
# From the "Security" menu select "Web Permissions".

All I can do in the Security menu is select "New User"

Am I missing something really obvious here or what?
Help appreciated, Thanks.

Did you by any chance create a new role and assign the user you’re logged in as the new role?

I did create a new roll called "Site Owner" which was meant for the client. Perhaps that was not necessary. However I am signed in as the main admin with the default "Administrator" role...

Are you sure you’re in the right menu area? From the Security main menu, you should have web users and web permissions, along with roles and stuff for manager users. It’s in the web users submenu where you get the new user option.

wow I am so dumb. I went site > security
instead of straight to security.
