Hi
From the point of view of MODx, it really doesn’t care about the "technology" and will happily take what you throw at it. Personally, I am becoming less and less a fan of using flash on such things as menus. I would personally go for a javascript option of which my favourite is jQuery. I have read good things about Mootools though, and a version of it comes packaged with MODx Evolution.

Javascript is most likely a better solution for a simple menu. The library you will choose depend on which one you’re confortable to work with.
Jyst make sure that your menu degrade gracefully if javascript is disabled for your visitor. You’ll have to make the basic menu in CSS first and then apply the nifty effects afterward.
Good luck!
You don’t need to know javascript to use jquery, mootools and such. There are already menus out there made using these js frameworks....just search, e.g. jquery menus.
